Every GIS system is made up of Layers.

An advantage of GIS systems over paper maps is the ability to decide which information to view on the map at any given moment. Among the several layers loaded into a Project, the User can choose to view only one layer if that is the only one of interest. This keeps the map clear and allows for quick visual analysis.

Deciding which layers to view is exactly what Turning Layers On and Off refers to.
